The Public Private Divide, Public Contracts and Semi-Public Institutions



Conference at VU University Amsterdam

Wednesday 19 November 9.30 – 15.00 hours

The main purpose of this conference is to discuss the public-private law divide from various points of view. Special attention will be paid to the position and role of semi-public institutions and of public contracts.

Keynote speakers:

–       Prof. Geo Quinot: Semi-Public Institutions and the Public-Private Law Divide

Geo Quinot is professor of Administrative Law at Stellenbosch University (South Africa). He is director of the African Public Procurement Regulation Research Unit and Co-Director of the Socio-Economic Rights and Administrative Justice Research Project. He co-edited the volume ‘Public Procurement Regulation in Africa’ (Cambridge University Press 2013).

–       Prof. Ulrich Stelkens: Public Contracts and the Public-Private Law Divide from a Comparative Point of View

Ulrich Stelkens, is professor of German and European Administrative Law at the University of Administrative Sciences Speyer (Germany). Het co-edited the volume ‘Comparative Law on Public Contracts’ (Bruylant 2010).

–       Prof. Mark Freedland: The Public-Private Law Divide

Mark Freedland is professor of Law at the University of Oxford (UK). He is a former director of the Oxford Institute of European and Comparative Law. His research focusses on labour law and public law, especially legal aspects of public administration. He co-edited the volume ‘The Public Law / Private Law Divide, Une entente assez cordiale?’ (Hart 2006).
